CICPA Registration & National Guard Command Security Passes

For companies operating in the UAE’s energy, maritime, and defense sectors, a standard trade license is often not enough to enter job sites. If your contracts involve ADNOC oil fields, refineries, power plants, or petroleum ports, you are legally required to obtain security clearance from the National Guard Command (formerly known as CICPA – Critical Infrastructure & Coastal Protection Authority).

We act as your compliance partner, managing the entire lifecycle of your security file from obtaining the Letter of Assistance (LOA) to issuing physical passes for your workforce and vehicle fleet.

What is a CICPA Pass? (National Guard Command)

A CICPA Pass is a high-level security credential that grants individuals, vehicles, and vessels access to Abu Dhabi’s restricted zones. While the authority has been restructured under the National Guard Command, the industry still widely refers to these permits as “CICPA passes” or “CNIA passes.” Unlike a standard labor card, this pass is tied strictly to a specific project and location. It is a mandatory requirement for any entity working with:
  • ADNOC Group Companies (Onshore, Offshore, Drilling, Refining)
  • Abu Dhabi Ports (Petroleum Ports like Ruwais, Das Island)
  • Barakah Nuclear Energy Plant
  • Water & Electricity Stations (TAQA/Transco sites)

Who Needs CICPA Registration?

Registration is not optional if your scope of work falls within critical zones. The following entities must register:
  • Contractors & Subcontractors: Construction, maintenance, and engineering firms working on oilfield sites.
  • Transport Companies: Fleet operators delivering heavy equipment, fuel, or water to restricted sites.
  • Marine Vessels: Supply boats, tugs, and barges entering petroleum ports.
  • Service Providers: Catering, cleaning, and IT support staff requiring site access.
Compliance Alert: Carrying out work in these zones without a valid pass is a severe criminal offense in the UAE, leading to immediate deportation of staff and blacklisting of the company.

Prerequisites for CICPA Registration

Before you can apply for a single employee pass, your company must open a “Security File” with the National Guard Command. This requires three non-negotiable pillars:

1️⃣ Abu Dhabi Trade License (Mainland)

Your license must be issued by the Abu Dhabi Department of Economic Development (DED).
Critical Activity Code: Your license must include the activity “Onshore and Offshore Oil & Gas Field and Facilities Services” if you are working with ADNOC. Without this specific activity, your application will be rejected instantly.

2️⃣ Supreme Petroleum Council (SPC) Approval

Just like with ADNOC registration, SPC approval is mandatory to prove your entity is authorized to operate in the oil & gas sector.

3️⃣ Letter of Assistance (LOA)

This is the most critical document. You cannot apply for a pass “just in case.” You must hold an active contract with a concession holder (e.g., ADNOC Onshore).

What is it? A formal letter from the client (e.g., ADNOC) addressed to the National Guard Command.
What it contains: It certifies that your company has been awarded a contract and explicitly lists the number of staff, types of vehicles, and duration of access required.

Types of CICPA Passes

The National Guard Command issues different color-coded passes based on the nature of access:

Pass Type Target Audience Validity Notes
Permanent Field Pass Staff with long-term contracts 6 Months – 5 Years Requires full security vetting.
Temporary Pass Visitors or short-term contractors 1 Day – 1 Month Non-renewable in many cases.
Vehicle Pass Trucks, Cranes, Pickups Tied to Registration Vehicle must have safety equipment (IVMS).
Vessel Pass Marine craft Project Duration Requires extensive maritime safety checks.
Photography Permit Surveyors, Media Specific Dates Strictly controlled; cameras are usually banned without this.

Step-by-Step Registration Process

A structured, multi-stage approval process is mandatory for companies and individuals applying for CICPA passes in the UAE. Below is the complete step-by-step breakdown.

Step 1: Company Security File Opening

  • We register your company with the National Guard Command system.
  • Required: Trade License, SPC Approval, and the Establishment Card (immigration card).
  • Outcome: Your company receives a unique Establishment Security Code.

Step 2: PRO Registration

  • You cannot submit applications yourself—CICPA requires a registered Public Relations Officer (PRO).
  • The PRO must be:
    • An Arab National (preferred for security clearance).
    • Under your company’s direct sponsorship.
  • We provide Corporate PRO Services if you do not have an eligible Arab PRO.

Step 3: Obtaining the LOA

  • We assist in preparing the request to your ADNOC focal point to secure the Letter of Assistance (LOA).
  • The LOA acts as your company’s official sponsorship for CICPA passes.

Step 4: Application Submission

  • Once the LOA is approved by the National Guard Command, we submit individual pass applications.
  • Security Vetting: Each individual undergoes a UAE government background check.
  • Timeline: Vetting usually takes 5–10 working days.

Visa Restrictions (Crucial 2025 Update)

  • Eligible: Employment visas issued by Abu Dhabi Mainland.
  • Restricted: Visas from Dubai, Sharjah, or Northern Emirates may be rejected unless the LOA requests an exception for specialized technical staff.
  • Banned: Visit visas, tourist visas, and most free-zone visas are not accepted (exceptions: Masdar, ADGM under strict approval).

    • The exact duration they will operate in restricted areas.

5. Final Approval & Inspection
